Tao of Link - 2nd Shrine

I tried going to the 4th temple and found the treasures, but i couldnt get any of them. I'm thinking i need the item from the second shrine, but i cant get past the moblin(or whatever it is) because i need a jewel. Does anyone know where i can get one?

it's found by taken the raft at the east shore
