You're trying to play this on version 2.10, aren't you? Older quests like this have to be played on older versions of Zelda Classic, because there's some bug that doesn't allow you to move in older quests on version 2.10. So you just need to download whatever version of ZC this quest was designed for. Of course, be sure to put it in a separate folder from ZC 2.10.

Actually, the particular bug mentioned in 2.10 has an easy workaround besides getting an older version. Simply hit F6 then hit Continue.
