flute entrance question

when you use a flute to make an entrance appear through water, why doesn't it flash brown until it "dries" up? the water still remains, but you can walk. here is a picture:

do i have to add something?

It's not that the tile dries up, it's simply a pallete change that occurs. Only water tiles drawn with Cset 1 will change to land. See those little green specks in the water? They should be red.
