Nooblet needs help

Alright....I have run through most of the tutorial and I am pretty comfortable with the concept of things....Now I would like to make things more interesting. I have downloaded the Link to the past tile set. How do I import those tiles and palettes and all that good stuff to a new quest I am creating. Second question lol. I have read about how people layer things. It looks pretty cool I would like some direction on how to do some of that myself. Thank you for any help. :)

It's best to just make the quest with the tileset you've downloaded instead of trying to import everything.
