Where do you get the Zquest thing?

I have looked at the tutorials and where in the name of christ do you get the Zquest thing I mean I have looked ever where and I can't find it does it come with the Zelda Classic or something because I have that downloaded. Plain and simple where can I finde the Zquest maker thingy?

it should have been with the download of zc 2.10. It should be called zquest-w.exe in that folder.
