Help with Eckland

WHo can help me getting in to the 4th dungeon in the quest Eckland. I have been through the 1st 3 dungeons to find anything to open it and also have been under the fishermanshouse to find the powerbracelet. I found a raft which I could not reach and a Ghoma who was not affected by my arrows. I would like to play on this quest but got realy stuck.

I thought you used the whistle. Do you know where it is? On the same screen where you see the hookshot.

For the Ghoma, you need gold arrows and you use your wand to get the raft. All that will come a little later.

In the screen of the Hookshot, there should be a "pavement" tils, if I remember well, that is where you should blow the whistle.
I haven't played this quest for such a long time...
