Sometimes the people combos are missing! Help!

I use Pure 2nd Upgrade and when I try to make a house, the people are one of three things:
1. Upper half only visible
2. Alternates between UL only visible and UH only visible
3. Nothing is there at all.
Kinda super creepy.

they've been removed from the tiles so you can use layers to put in the sprite you want.

I mean the little people COMBOS that are animated in the combo window...
And there, they show up fine...

Must be in how you are using your layers then if they are fine in the combo pages to the right.
