How you get the ladder to work?

[B]I been looking at other quests on quest editer figuring out how to get the ladder to work, i looked at the water tiles and the combo just sais water, i dont see any flags are any screen data to have the ladder work, the lader just works when i play the quest, when i go and make my own quest, and added some water tiles that needs a ladder to get across, when i test it, it doesnt work. what am i missing? :odd:
