Making tilesets

Is there a special editor for making tilesets? If so where do i get it. If not, how do i make new or edit existing tiles/tile sets. I just found this out two days ago and i am really interested in making my own. Im still learning stuff and don't know a lot yet.

ZQuest is the program you want. tilesets are hard to make, so I don't reccommend diving in right away. try taking a look at other people's sets and get an idea of what to do, first
