I did a search on the Magic the Gathering card database for blue creatures with discard. Not particularly much showed up that fits into Standard. Creatures that force discard (other than your own cards) are more commonly found as black cards. Lumengrid Augur (from Mirrodin) might work, with any targeted player having to draw a card, then discard a card.

As for blue creatures that can counter spells, Spiketail Hatchling (from 8th Edition and Prophecy) shows up with being able to counter a spell in exchange for sacrificing it. Daring Apprentice showed up in the search results as well, with a similar cost to pay for countering. Soratami Savant (from Champions of Kamigawa) is also able to counter spells, but through bouncing your lands back into your hand as payment instead of being sacrificed.

I expanded the search to all play formats, and considerably more creatures showed up which may help you out.

-------------------------------
Hydromorph Gull and Hydromorph Guardian can both counter spells, but only if they're targeting at least one of your creatures. Mistfolk can counter any and all spells that target it, and Unstable Shapeshifter automatically morphs into a copy of any creature you put into play (watch out for Legendary Creatures!). Mystic Snake can be played like an instant, and counters a spell when you play it. Diplomatic Escort counters spells at the cost of a discard, as well as Stronghold Biologist and Stronghold Machinist. Brine Seer counters spells in exchange for revealing blue cards from your hand. Disruptive Pitmage and Disruptive Student both counter spells by being tapped, and Mudungu forces opponents to pay life in order to stop spells from being countered by it. Patron Wizard lets you tap a Wizard to try to counter a spell. Both Voidmage Apprentice and Voidmage Prodigy are morph creatures capable of countering spells once flipped face-up.
--------------------------------
Cephalid Broker makes a player draw 2 cards, then discard 2 cards (good if your opponent has already run out of cards in his hand). Cephalid Looter does the same thing, but only 1 card at a time. Marsh Crocodile makes all players discard a card each time it enters play (which is why bouncing and replaying it may be harsh on your opponent if you can plan for it). Doomsday Specter is a blue/black creature that forces a discard each time it hits an opponent in combat. Vodalian Hypnotist taps to force discard, but only as a sorcery. Finally, Zuran Enchanter again taps to force discard, but this time only during your turn.

There are some cards in Champions of Kamigawa that have your opponent discard the top ten cards of his/her deck. I suggest that you make the blue part of the deck to draw. That way you get the discarding cards you need. Also you should add Floating Dream Zubera and Ashen Skin Zubera. Also maybe an Impyrial Plating.
