Whenever I am on any site (even this one), I get a pop-up that wants me to install a file called SHDOCVW.DLL. This is what it says:

File: SHDOCVW.DLL

File Type: Application Extension

From: C:\WINDOWS\SYSTEM32

Does anybody know what this is and whether I should install it or not?

Install and run these:
http://www.safer-networking.org/index.php?page=download
http://www.lavasoftusa.com/software/adaware/

Then, stop using Internet explorer and use one of these instead:
http://www.mozilla.org
http://www.opera.com
http://www.mozilla.org/products/firefox/

EDIT: Assuming that you got spyware. You might want to try installing it from one of these sites.

I have ad-aware and spybot search & destroy already. I have deleted everything ad-aware found, but I can't delete everything spybot found. I've tried safe mode and had it load before every other program, but it doesn't delete everyting.

What exactly is the file anyway?

I have never understood what people's problem is with IE, aside from the old "Microsoft is evil!" argument. I've never had any problems like this, nor have I ever said to myself "Boy, I sure wish there was a browser that was better than this." I understand there's the possibility for some problems, but I've never, ever dealt with them, and I surf the internet a lot.

LOL, AlexMax, you remind me of a doctor prescribing pills without any real explaination. "Take two of these, and if the swelling doesn't go down take this with 8 oz. or water and give me a call." Hehe, AlexMax is the computer doctor.

I downloaded the file and have everything unzipped, but I am still getting the pop-up. Is there a specific place that I am supposed to put it?

People who bitch about IE are fools.

Like 75% of websites on the internet are designed by idiots who don't know how to write html cleanly and correctly (adhering to w3c rules). IE is better at interpreting that fudgy code than Mozilla, Opera, Netscape, or pretty much any other browser. Not to mention the whole slew of code tags that only IE recognizes, that seem to have become standard practice for many novice web designers. Can't see that stuff with Firefox.

Sure IE has it's weaknesses, but patch that shit up, and you're good to go.

I use MyIE2, which is a pretty nice freeware program, just make sure not to install any 3rd party software that comes with it. The 3rd party software is spyware and stuff. MyIE2 has tabbed webpages, popup blocker and a many other little nifty features that makes it indespensable. It really makes websurfing about 100% easier.

He probably corrupted something or the other. If I'm not mistaken, SHDOCVW.DLL is the file that contains the HTML rendering control. And yes you need to do more than just unzip the file, it has to be in the right spot AND you have to use regsvr32 but I never learned how to do that. :/

Oh and nothing's wrong with IE if you don't use default security, it's just Mozilla and its friends comply with the HTML standard, which means you can't see text on web pages because images will render on top of them, or the text will render offscreen.
