how do you make a raft only area where they cant even walk or smiw in ?

Okay, because the raft can go over any combo, don't bother making the combo water. Along the raft path, just place unwalkable combos with no specific combo type, and then they can be crossed only by the raft.

If you want zoras to be able to appear there, though, make the area water but surround it with unwalkable tiles so Link can't enter it without the raft.
