How do you do NPCs and signs?

I really wanna do this, but is it easy?
If it is, how do you do that?

just put them on the screen with a pit combo in from of them. set the screen warp to an identical screen (you can animate them to be talking, like in MM: DWR) and put the string of what they say. next, surround the square where the character "lands" with more pit combos and warp him back to the original screen.
the effect should be one of the player going in front of the character, getting spoke to, and then leaving.
