I have gotten all 100 secret packages and the Apache is supposed to show up on that helipad near the hotel you first start out at. Only it doesn't. I have definitely gottan all 100, the message came up and I got that 100,000 or whatever money you get.

Are there any other requirements?
Rampages etc?

the Apache is at the military base. as is the tank. you have to have the cop outfit to get in without be killed by the military guys though. I hope this helps.

The apache and the tank were always there. as soon as I could get a chopper, I went and got the apache to do vigilante missions. And later I got all the packages.

Anyone know anything?

Yes when you get the 100 Packages you get ANOTHER Apache at the beatch house near the lighthouse. Keep cheaking the spot it should spawn there.
