Rain and fog question

it may be a noobish question for some of you guys but how do you make the rain fog and lightning transparent in 1.92 like they did on the 182 quest, i tried but it always shows the black then rain but cant but anything else under it, please help,

(this really should be in quest editer help...)
now this could be 2 problems:
are you using layers?
If not, you have to find the layers window and set up a layer to put them on.
If you are using layers, just go into the layers window and check "transparent" under the layer that the rain/snow/fog is on.
