Creating the Overworld

This might sound like a stupid question, but how would be the best way to go about creating th overworld? Should I make it all at once, then add all the levels and such?

Make the overworld, then place the levels. though I doubt this would go in ZC Help...

but yeah, plan the level themes you want to do, then make the overworld sections that fit those themes

Well sorry if I put it in the wrong area.. I wasnt too sure.. but anyway thanks for your help, I'll be sure to keep that in mind.. now I just gotta wait for PureZC to start working again.. I havent been able to reach it for a day or so now
