enemies->secrets question

does the "enemies->secrets" screen flag make it so that when all enemies are killed, ALL secrets are activated, that is, on EVERY TIER, or are secrets just activated once, so that only secrets on the first tier, primary secrets, are activated? get what i'm saying?

It just fires the secrets once, so if you have a layered flag then you need to fire (trigger) it again.
