Advertising vs. Sharing Link

What is the line between advertising and just sharing a link of something you find funny? Majin Tobias was banned for "advertising" for Homestarrunner.com, but, unless I'm wrong, I wouldn't think he was directly affiliated with them at all. So why the warning and ban from it? I know he has been warned once or twice before, but if he was banned for this being his final warning, wouldn't that be a little over the line?
