Color Reduction

I want to make another buddy icon but it says the file size is too large. How can reduce the colors without making it black. Do I need a special program?

Don't know how big you can go but that image is 7.4 KB.

I reduced the image to 256 colors.

I used PSP, hope that helps.
Edit:
Not shure but as a .jpg it may be even smaller 1.6KB maybe, that's what my FTP says anyway, if I'm reading it right.
