can't find candle in fallen one

I can't find the candle anywhere in the fallen one and from what I can tell, I have to have the candle to get the last keys to beat level 1. I have gone everywhere I could in the overworld and I can't find any shops that sell the candle and I have been in every room in level one except for the boss and the triforce and I even found the secret room with all of the coins. I have also been in every room I can get to in level 2 and I can't find the candle. Please help

I believe that you need the whistle to get that last key that opens up the boss room in level 1. As for level 2, don't remember if a candle was needed there as well. I believe that a blue candle can be sold after beating level 2. But its no bother since you get a red candle in levle 4.
