i know DOOM and DOOMII are pretty old games, but. Does anyone here know anywhere where i can get a Doom Level/Map editor/maker that runs under a Windows OS not a damn DOS system?

Yes. DeeP is an extremely powerful editor for DooM and pretty much all DooM clones; you can get the shareware version at http://www.sbsoftware.com/.
