I have a water problem

On my quest I have an ocean like thing and when link goes to swim in it he swims while standing still but when you move him he walks on water. How do u fix that

Make sure the water combo is unwalkable. If you're using combo cycling, ditch the cycling.

The reason you make it unwalkable is so that link has to have the flippers before going through it.
