I was recently told by a friend over AIM, (Not one of those whisperers, an actual reliable member.) that there was a version released over the #AGN chat on mIRC. Is this true? Where can I get it?
mccrackin's name was mentioned.

He's making his own Windows version of ZQuest. It's not far enough along that you should pay it too terribly much mind just yet.

Sounds cool. A user-made customized version of ZQuest. Excellent!

Fine you want a little public beta?
Its buggy and unstable.... but its freshly zipped, here you go:
A Windows QSU Editor (Non-saving)
-Multi Maps (No Layers)
-Tiles
-Header Info
-Items
-Game Icons
-Cheats
-Strings
This is very poorly done but i just .zipped it up, and thats how it goes... and comments are welcome. Yes i know its BUGGY .
I am not responsible for any harm done to your comp (although it shouldnt do any).

Yeah I looked at it. Lots of errors that restarted my computer. If they're .qsu files or something like that. How will they work on ZC?

ZC currently, doesn't support QSUs. Currently you'd have to use ZC to import the QSU and save a QST before being able to play the quest.
