You use the Flash Development Tools from Macromedia. I have a copy of Flash 5 but I have yet to use it. Too busy with music and Programming.

flash MX. you can get a free trial version from www.macromedia.com

I went to download it but it said it wouldn't work in win95. Has anybody gotten it to work on 95?

I don't think so. It works on Windows 98 and up.
