Water in the BS Zelda tileset?

I am trying to get the water for the BS Zelda Tileset, but it wont show up. It's suppose to be on CSET 4, I think, but it's not on any. No animations or anything! It's fine on the BSZelda Qst file, why not in my quest? Thanks!

I don't know what graphics you are using, but I had to turn the pal. cycling on to get that effect in mine, it's covered in the tutorial under pallette cycling, there is also a rule you have to check, forget the name.
anyway it's well covered in the tutorial, it walked me right through it.
