Is there any way to change a bmp from 24-bit to 256-bit without the colors changing?

No :p. 24-bit uses MANY colors, but 256 color (8-bit) only uses 256 colors. 24-bit bitmaps likely have colors on in an 8-bit palette.

No because that would defy the defenition of reducing the amount of colors. That's like saying, "Can I dump 4 gallons of gas on the lawn without losing any gas?"

Also, there is no such thing as a 256 bit image. It is a 256 color image, which is why it's so inferior to a 24-bit image, which as thousands of colors.
