The agsetup from 1.90 should work for the DOS version of beta 163, but I'd reccomend you use the Windows version(be sure to start up Zquest-w first, don't ask why but if I don't then zelda-w crashes).

And be sure to download the support archives, yes both of them.

When you meant the rules, you meant that it is the job of the Moderators to take care of help on ZC editor help right? I don't think thats right. If that were the truth, then why is everybody allowed to post there?
