Lose Colors

I'm looking for a program that will lower the number of colors in an image. I need to change a 24bit image to a 16/256 color image with as little changes as possable. They are currently in .bmp format. I can change them to something like .png but I don't have anything to change/edit .gif files, something that does that too would be nice.

I think you can do that with Paint shop pro. But I'm not sure. With Appleworks you can do that easily though.... But that's for Mac.
