Is there any way to make a BMP file not blur when you change it to a JPEG?

Yes. Get 20/20 from download.com and set jpeg quality to 100%. Ms paint by default blurs.

Use PSP, if you have it, and use the same settings in Options when saving as a JPEG.

The GIMP has an option to save JPEGS in 100% quality.
When you choose to save as a JPEG it will give you menu to select certain options, just set the quality bar to 100% and save.

Even at 100% you lose some quality, but usually not enough to be noticible by the human eye. Actually, you might better off saving at 90-95%, the size difference between that and 100% is significant.

But for permanent copies, PNGs are the way to go. JPEGs are for the web or to send to friends.
