Tile Help, Walking and ???

I know the red is for where link can and can not walk... but what is the blue one (to the right) do?

It's a secondary CSet offset feature. You don't really need it unless you plan on using more CSets than are available currently for backgrounds with any given palette (6). It allows you to make parts of the tile use different CSets that aren't part of the main 6. It's used with the CSet2 input field right below it.

This is actually a pretty useful feature, believe it or not. (That's what I thought initially.) If you don't want to have to keep on hitting + and - to switch Csets, this is helpful. It's mainly used with water tiles.
