My isp sucks....

What a lousy cable isp. For the last maybe 3 hours its been crashing , going up , crashing , going up , and crashing yet again.

What should I do?

get a new one...or check if everything is connected properly.

Keep records of the time it's down. Then call them and tell them you want a refund for the time that service was unavailable. Logically, you're entitled to it: you're paying them to provide internet connectivity; if they can't deliver, you deserve your money back for that amount of time.

Feel free to insinuate that you'll take your business elsewhere if they don't comply. But make sure you actually have another option, just in case they call your bluff. (If they do, they don't deserve your money anyway.)
