EDIT: Is there a sonic game maker? Or do I have to use the Debug code to make my own sonic game?

Soned, I think it became freeware. It's actually a rom editor so that's all I can give you.

Level editor for the sonic rom.

romhacking. That is the closest thing you are going to get to a sonic maker. I haven't really tried it yet though.
