edit: ZQuest can be found in The ZC disccution fourms as you were told, we know what it is

It should come with the ZC download.

Go to www.zeldaclassic.com

In the downloads section you should be able to download the full version of Zelda Classic.

The version you have that doesn't have a ZQuest is probably a new beta version that didn't include ZQuest.

If you haven't done so, check your Zelda Classic folder for a program called ZQuest.exe. If not there, go to www.zeldaclassic.com and download the officially released version.
