I need help with the layering effect

:angry: okay I want to use the rain effect and I want it to be above link and the flyers I have the tiles made but when I enter all the information in 5 I put the rain tiles over and it covers everything up and I cant see the ground????

Did you make everything but the raindrops themselves transparent? That's the 1st color of a cset with and x on it.
