MS Paint, MS photo editor, PSP7, Adobe Photoshop.

Those are the basic and the best. Pretty simple to use.

Hundreds of dollars...

But, Paint Shop Pro is less than $100, and is really nice, it's my personal favorite. Not to mention it comes with animation shop. I haven't had to much experience with it, but it looks nice.

Back in the day I used Microsoft Gif Animator. I thought it was pretty straight forward, but it's almost impossible to find online anymore (and it's really old. I'm talking Win95 days)

I used to have MS Gif animator.
It is actually a very well constructed program, but thats becasue MS simply bought it and slapped their name on it. And now they deny that it ever existed.

If I were to still have a copy of it, I'd have to dig around and look on all of my old backup CD's.

Anyhow, Photoshop will throw you $600 for the full version. I don't think it's worth it. Personally I use the GIMP on Linux and Windows, but it can't do animated anything.
