What all do you need to make a theme?

I use Paint Shop Pro, but any HTML editor or paint program would work.

I used the basic Start -> Accesories -> Paint for the coloring, and Photoshop for the banner.

I used flash mx for the graphics and frontpage 2002 for the html stuff.

I would like a to make a theme to... I am gonna try to make a Golden Sun theme!:D

i use photoshop for pics and good ol' notepad for the HTML stuff
