I thought that meant editing the FORUM options, as in AGN options???

And only admins and WL can do that...:shrug:

No, that means editing your own personal forum-viewing options, as you can do by clicking the "user cp" button and then selecting "Edit Options." I just watched myself in Who's Online to confirm this.

Most likely a guest trying to vote on a poll, and being told that you have to register to vote on polls.

EDIT: In fact, that's what happens - I just went and tried it again.
