Just out of curiosity has anyone else ever done this, it works for me.
1. Enable stage select, debug, and all emeralds cheats.
2. Start the 2 player game at any level where both Sonic and Tails are playable.
3. Gather 50 rings and turn into Super Sonic.
4. Use the Debug mode to make a moniter.
5. Hit the monitor, a vs mode switch should occur, Sonic will still appear as Super Sonic but is now actually normal again.
Tails will now have invincibility and speed shoes, which will last until Sonic gets out, Tails gets trapped and flies back in or the level is completed. Note: Tails' actual sprite will not change, just the standerd invinsiblilty stars will appear.
6. Gather another 50 rings and turn into Super Sonic again.
Now both charactors have the same abilities. (Except tails flying.)
