Now that the places are finalized, I've brought this idea up before, Would it be possible to make a program that would work on the new enemy tiles, in a .til file? Just a thought.

maybe he wants a program where you can select the enemy name from a list, see its tiles, select a particular tile type from a list (e.g. "up-left 1") to isolate/edit/grab that tile... that's the only thing I can come up with... basically giving named aliases instead of numbers... I'll see what I can come up with.
Is sludge still around? or whoever it was that made that windows GUI tile editor? this might be a good project for him.

Yes, that is what i'm trying to say, only, you could see the animations to make sure that they work correctly. It would save time on trying to correct them.
